This was released yesterday by Chief Bammann himself. It is the Mansfield Police Department’s findings from the investigation they performed on themselves regarding the incident where Officer Adamescu clearly beat one of our senior citizens here in Mansfield.

Subject: W. 5th St Car Stop Review
A full review and investigation have been completed on the complaint by Calvin
Caldwell. This includes the officer’s on-scene account, body-cam footage, witness
statements, and the statement given by Calvin Caldwell. The investigation has been
reviewed by multiple levels of police leadership.
On May 20, 2026, while stationary, Officer Adamescu observed a white pickup truck
occupied by two individuals pull into the parking lot of the New Millennium Car Wash
at approximately 1:15 a.m. The officer observed unusual behavior involving the
driver and another person inside the business. The vehicle then quickly exited the
business. After following them for a short distance, Officer Adamescu stopped the
vehicle for a traffic bar and license plate light violation.
Officer Adamescu approached the vehicle on the passenger side following his
training for officer safety. Mr. Caldwell repeatedly spoke over the driver, Dreama
Henderson, as Officer Adamescu attempted to speak with her.
Mr. Caldwell and Ms. Henderson then began displaying nonverbal behaviors, such
as visible nervousness, shaking, a change in their voice tone, and a concerned focus
on the glove compartment. This behavior led Officer Adamescu to believe that
criminal activity was occurring or that the occupants were attempting to conceal
something.
Based on his training and experience, Officer Adamescu then removed Ms.
Henderson from the vehicle, which was registered to Mr. Caldwell’s wife. A second
officer had arrived by this time. During their conversation, Officer Adamescu
continued to observe behavior consistent with deception from Ms. Henderson. Ms.
Henderson voluntarily consented to a search of the vehicle.
Officer Adamescu then reapproached the passenger in an attempt to identify him.
Mr. Caldwell became belligerent and uncooperative when asked for his Social
Security and driver’s license number. Mr. Caldwell then held up his wallet with his
driver’s license inside, at which time Officer Adamescu asked him to remove it so he
could see the license number. As Mr. Caldwell removed the license, he then shoved
it in Officer Adamescu’s face. At this time, Officer Adamescu took the license from
Mr. Caldwell’s hand. Mr. Caldwell then became physically tense and balled his fists
at his waist while still in the vehicle. Mr. Caldwell then aggressively lunged to grab
his identification back.
Officer Adamescu perceived that he was about to be assaulted and reacted by
grabbing Mr. Caldwell by the front of his shirt. During this time, Officer Adamescu
advised Mr. Caldwell that he was under arrest. Mr. Caldwell then raised his hands
into what Officer Adamescu described as a “boxing-style” stance. At that point, Mr.
Caldwell struck Officer Adamescu in the face with his right hand. Officer Adamescu
responded with multiple strikes to Mr. Caldwell’s head area in an attempt to bring him
into compliance. During the exchange, Mr. Caldwell continued to attempt to strike the
officer while bracing himself inside the vehicle.
After several seconds of active physical resistance, Officer Adamescu disengaged
and displayed his Taser, while continuing to order Mr. Caldwell out of the vehicle. Mr.
Caldwell exited the vehicle but continued to hold onto the cab with his right arm as a
continued act of resistance. As a result, Officer Adamescu took Mr. Caldwell to the
ground so he could be handcuffed.
After a thorough investigation, I have determined that Officer Adamescu’s actions
were consistent with the use of force policies and procedures of the Division of
Police. Mr. Caldwell’s actions in resistance preceded the use of force utilized by the
officer.
When reviewing body-worn camera footage, it is important to recognize that while it
is an invaluable investigative tool, it also has limitations. Members of the public and
the media sometimes assume that body-camera footage shows “exactly what
happened,” when in reality it captures only one narrow perspective. Body-worn
camera footage should be considered one piece of evidence, alongside witness
statements, physical evidence, and officer testimony. It should not be viewed as a
perfect recreation of an event, as demonstrated in this case.
As a long-time CALEA-accredited agency, we routinely review the agency’s policies
and review all use-of-force incidents. We also regularly train our officers in de-
escalation tactics. We take the community’s trust very seriously, and every incident
is reviewed for potential areas of improvement.
I am extremely proud of every officer in the Division for the integrity, honesty,
respect, professionalism, and self-discipline they demonstrate each day while
protecting the citizens of this community. We serve and protect our citizens, who
deserve a safe and peaceful community in which to live, work, and raise a family.
